When this occurs, the vehicle controller blocks HV battery contactors from closing and HV system from becoming active to make sure no ECU required for HV system operation is limited or unavailable due to firmware. May occur after an unsuccessful or incomplete firmware update, and may be resolved through a successful firmware update.
