This alert is reported by the FrequencyTransformer_R12 (FT) component when the electrical angle QoS is Substitute Value or Error and RotorPositionAge tolerance time elapsed. This diagnostic compares the 2 local RPSs, and compares the local RPSs and the remote one. If no RPS is available or it is not decidable which RPS is usable, it signals this.
