Set when GTW_gearControl is MIA or GTW_primaryGearControlStatus != QUALIFIED and CCCM_buttonStatus are MIA to DI
When it clears
Clears when the DI detects that either the vehicle gateway (GTW) or the secondary shifter (CCCM or PRND) is not unavailable (MIA) and is available for shifting.
